WAIKATO DISTRICT HOSPITAL AND CHARITABLE AID BOARD.

The usual monthly meeting of tho above Board was held in tho Borough Council Chambers yesterday at 11 o'clock. Tho following members were present:—Messrs W. A. Graham, (chairman). Primrose, Seddon, McDonald, Hally, Brunskill, Chepmell, and Hunter. Refuge.—As no reply had been received from Mr Hales in reference to this subject, he was again written to asking that the Government would telegraph a reply at once. A reply.was received from the Government that they could not do anything until they had received tho report of the district engineer on the subject. Industrial School Children.—Letters were sent to Messrs Whyte and Jackson MH.R's on the subject of' tho maintenance of children committed to Industrial Schools by .Magistrate's, requesting that, as no reply had been received on the subject from the Colonial Secretary, they would bring the matter under his notice again, Relief at Ngauuawahia.—Constable White of Ngaruawahia, reported «n the persons receiving charitable aid at Ngaruawahia as follows:—Mrs Kilfoyle has one son in Sydney who ought to contribute to the support of his mother. She had not heard from him for over 12 months, but information regarding him could be obtained from Mr Lamb, of Wooloomooloo. She has another son at Paerna, but he is of weak intellect, and hardly able to keep himself, and one daughter, aged 19, who h»B gone to the bad, living either in Auckland or at the Thames.—James Ferrier : His people were in Scotland, but he has not heard from them for some time.—Richard McGrane: His people, when he last heard from them over 40 years ago, were in Dublin. —The Secretary was instructed to find out from Mr Lamb, of Wooloomooloo, whether James Kilfoyle is able to contribute to the support of his mother. Hospital Fees.—Tho Clerk was instructed to inform all persons owing for Hospital treatment that, unless all accounts were promptly settled, proceedings would be taken to recover them. Heenan.— Mr Robertson, Waiteti, forwarded £19 9s Od, the sum collected by the men on the works towards providing an artificial leg for Heensn. As this money had been donated to the funds only for a special purpose, the Government would not grant any subsidy on it, and it was resolved that the monoy be placed in the Post-office Savings Bank till Heenan required the artificial leg, Dr. Kenny not thinking it advisable for him to use one at once. Subsidy.— The Clerk applied to tho Government for a £ for £ subsidy on the £19 His 2d due by the Raglan outlying district, and collected by the Government; also for a subsidy of 24s in the £ on £07 13s 9d, voluntary contributions to the Hospital funds. Mr R. H. Govett replied that the subsidy as requested would be granted, except that on the £19 9s (id subscribed to provide Heenan with an artificial leg, and included in tho voluntary contributions. Gbruisu.— James Gerrish, of Te Aroha, made application for his daughter Lizzie being received into the hospital, as he had not tho means to provide the necessary medical attendance for her, she having now been confined to her bed for five weeks. A letter on this subject was receivod from Mr Ilott. The Secretary replied that at present there was no room for any new patients at the hospital, as it was overcrowded. Amputation.—The Secretary wioto to Mrs Orr, informing her that the operation nn her little son Frank had not been successful, but the doctor thought that ho could make the Innd more useful to the boy by the amputation of the ring and little fingers, although he would not perform the operation until ho had seen Mrs Orr. HosprrAL Sunday.—Mr R. W. Dyer wrote that the vestry of S. Andrew's did not feel warranted in complying with the Board's request re Hospital Sunday. McPherson.—The Chairman of the Hamilton Road Board wrote asking that the Board reconsider their action with regard to McPherson, aud if he could not be admitted to the hospital that some relief be afforded to him.—Mr Seddon moved that tho Board had done all in its power for McPherson. —Soconded by Mr Primrose. — Mr Brunskill asked if the Board had done all in its power in this case, and in reply the chairman said it had even gone out of its way to help McPherson, granting 5s per week relief, free attendance by Dr. Kenny, free medicine from the hospital, and tho use of a water bed. This, he said, was a case which showed the urgent need of a refuge in Hamilton.—The motion wa§ then put and carried. Dooherty,—Mr R. Kirkwood wrote applying for reliof to James Dogherty.— Mr Hally said tho case was in his district, and he having carefully enquired into it would move that a sum of 3s per week be granted till the next meeting of the board.—Seconded by Mr McDonald and carried.

Chairman's Report.—The Chairman then read his report, which waß as follows:—Gentlemen,—Since tho last meeting of the Board the state of the hospital is as follows :—Remained from last month, 7 ; admitted, 14 : discharged, 8; died, 1; remaining, 12 (10 males and 2 females).— Charitable Aid: Widows left destitute receiving aid, 3; orphans, 24; wife deserted, 1; children deserted, 4 ; infirm with age and destitute, (5; sick relief, 1; boys (Kohimarama) 4; boys (Thames Orphanage), 1; girls (St. Mary's Orphanage), 2. —Distribution of charitable aid.— Hamilton : Mrs Heyes, widow, 7 children, three rations daily; Mrs Shaw, deserted, 4 children, two rations daily ; W. Mylrea, infirm, «no ration daily. Cambridge: Mrs Harper, infirm, 2s Gd per week ; Thomas Butler, infirm, 2s Gd per week. Ngaruawahia : Mrs Kilfoyle, widow, two children, 5s per week; James Ferrier, infirm, 5s per week ; R. McGrine, infirm, 5s per week. Rangiriri: Mrs Gray, widow, nine children, 8s per week. Raglan: Mrs Paris, infirm, 10s per month. Finance: The present state of the funds is as follows :—Bank credit balance, £78 17s (Id ; due by Government, £77 3s 3d ; contributions not yet received, £!) 15s 2d ; Government subsidy, £1 for £1 £!) 15s 2d ; Hospital fees receivable, about £50. Total £225 lis 4d—Accounts to be paid as per schedule, £143 4s lOd. —To balance, £82 Gs Gd. From the above report of the state of the Hospital for the past month it will be manifest l<> the public and this Board that no time must be lost in providing extra accommodation for patients. Tho crowded Btato at {Vesent is an additional cause of anxiety tiUhecommittee of management during this hot weather ; and also the very sovere nature of many of the accident cases which have had to be received into the Hospital. It will, however, serve to show the most sceptical that a hospital was an imperative requirement for the district of Waikato. Although repeatedly appealed to, the Government have not as yet vouchsafed a reply to the application of the Board for the old public works' office to be used as a refuge, neither have thoy mado any reply to the question put to them, relative to the inmates of St. Mary's orphanage and other industrial schools, which claims still remain unsettled. The Management would impress upon tho relatives of pationts, and other visitors to the Hospital, tho urgent necessity for Btrictly abiding by the rules of the Hospital, particularly in regard to giving anything whatsoever to the sick relatives or friends without the sanction of the medical officer, as their lives might he imperilled thereby, and in order that visitors may be made fully aware of theso rules the management would suggest that they be painted oii a board, or otherwise "1 a ponspicuous manner, and hung up in the hall of the hospital.—Wii.i.iam A. Graham, Chairman.—The report was adopted. Accounts,— Accounts to the amount of £143 4s lOd were passed for payment.

Jixi'K.vsw,—ln reply to a demand to the Auckland Hospital Hoard, for expenses incurred by the Board between August ISS'G, and March 18S7, the Secretary of the Auckland Hoard wrote as follows:— February Bth, 1888. The Secrotary WaiJfato Hospital and Charitable Aid Board : iiir,—J. the honour by direction of the Auckland Hojpital ai)d Charitable Aid Board, to acknowledge the receipt of you? letter of tho 14th ult., forwarding an account for expenses incurred by your Board, between August 1880, and March 1887. In reply, j am directed to say that the claim being one tljat should hayo bson rnaclt) against tho late united Charitable Aid Board of the Sjorth. Auckland and Auckland Djstrjct, wij] be allowed, and tho Wair kato Hospital q,nd Charitable Aid Board will bo credited with the amount (£3lßspd) as a sot off against the sum due by them to the Auckland Hospital Board, in terms of the Controller and Auditor General's award of July 188f, a copy of which was posted to you on tho 20th of that month. I am further .directed to refer you to tho Hoard's letter ro the award to which you replied that "it would bo submitted to your Board on 3rd September," and tq aek if

you will be good enough to favour them with a reply.—l am, Sir, yours obediently, J. H. N. Garland, Secretary. It was resolved that this matter be left in the hands of a committee consisting of Messrs Chepmell and Hally to bring up a report at next meeting. The Hamilton Borough Council and the Board.—The clerk of the Hamilton Borough Council, wrote asking for the payment of the sum of £0 10' 9d, for which the account had previously been soot in. The Secretary stated that the' amount due by the Board was only £2 3s, and he had tendered that amount to the clerk of the Borough Council, but it had not been accepted. Mr Chepmell moved that a lettor bo written to the Hamilton Borough Council returning their account for .£0 10s !)d, and stating that the Board is not liable for the items charged prior to August 17th, 1880, aud that an amended account including all the items in tho Borough Council account subsequent to the 17th August, 188IJ, be forwarded to the council together with a cheque for that amount. Seconded by Mr Brunskill and carried. Supplies.—Mr McDonald moved that the House Committee be ompowered to call for tenders for Hospital and Charitable Aid Supplies for the year ending March 31st., 1889. Seconded by Mr Hally and earned* Levy on Contributory Bodies.—Mr Chepmell moved "That for the purpose of appointing the proportion of the contribution to be made by each local authority within the Waikato Hospital district on an uniform or equivalent scale in accordance with the provisions of Section 20 of the Hospitals and Charitable Institutions Act, 1885, Amendment Act, 1880, and of Section 23 of the Hospitals and Charitable Institutions Act, 1885, the rateable value of the rateable property in the district represented by each and every local authority within the said Hospital district, whose valuation roll has been made up in accordance with the provisions of the Rating Act, ISB2, shall be the annual value as provided by the Rating Act, 1882, Section 14 ; that is to say, it shall be the sum which is equal to six pounds per centum on tho rateable value of such local authority."—Seconded by Mr Seddon and carried.—Mr Chepmell then moved "That the amount of expenditure required for tho maintenance of institutions and for the distribution of charitable aid in the Waikato Hospital district having been ascertained to be £4,480, the district of Waikato Hospital and Charitable Aid Board, after having made all deductions required by Section 24 of the Hospitals aud Charitable Institutions Act, 1885 (such deduction amounting to £150), do now find that the remainder to be allocated for contribution by the local authorities in the Waikato Hospital District amounts to £2,165, and the said Board do now declare that the several local authorities within the Waikato Hospital District, whose names aro set forth in the following schedule, shall be liable to contribute to tho support of the institution therein, and to afford charitable aid therein, and that the proportion of the contribution to bo made by each such local authority shall be the amount set opposite to the name of each local authority respectively in the said schedule, tho amount so to be contributed by each such local authority beinsr in the same ratio to the whole amount of the contributions of all tho local authorities within the said district, taken together, as the rateable value of tho rateable property in the district represented by such local authority is to the whole amount of the rateable value of all the rateable property in tho several districts represented by each and every local authority within the said Hospital district; and, further, that the said Board do now appoint and require that payment of the. said amounts shall be made on tho fourth day of April, 1888, to the Secretary at the office of tho Board, Hamilton." Proportion of £2,105 due by the contributing local bodies ; —Piako, £774 ; Waikato, £552 7s 3d ; Waipa, £320 14s; Raglan, £147 10s 5d ; Hamilton, £91 7s 4d ; Cambridge, £78 14s 10d.—Seconded by Mr Primrose and carried.

Thanks.—The Chairman moved that a votes of thanks be accorded to Dr. Murch and Mr It. F. Sandes for their voluntary and gratuitous assistance at the hospital. Seconded by Mr Brunskill and carried unanimously.

Artificial Leo.—Mr Hally, on behalf of Messrs Joseph Harrison and Robert Kirkwood, of Cambridge, presented the hospital with an artificial leg to be given to the first patient needing one, and a unanimous vote of thanks was accorded to Messrs Harrison and Kirkwood for their donation. The Board then rose.
