THE BOROUGH OF HAMILTON.

The following is the full text of the petition to the Borough Council, which has boon prepared by Mr Le Quesne, and is now ready for the signatures of petitioners :— To thk Mayor and Councillors ok thk Bouotum or Hamilton. The petition of the undersigned burgesses of the Borough of Hamilton respectfully showeth,— 1. Yourpetitionersconsiderthatthe municipal system of local Government at present established in Hamilton is unsuitable for the district. 2. The administration of such a system is too expensive. 3. The district could be governed in a manner not less efficient than at present under tho Road Board system, and at a much less expense. 4. Considerable sums of money have been spent upon public works, such as certain drains, baths, etc., which are really not effective.

5. The outlay on such works was far too great for the requirements of the Borough, and was not warranted by the condition of affairs in the Borough. ti. The result of such an outlay and other similar expenditure has been to increase the burden < of the district. 7. Your petitioners protest against the proposed expenditure of the remainder of the loan obtained from the Government on public buildings, stockyards, and abbatoirs, such works being quite unnecessary in the present state of the Borough. 8. Your petitioners believe that tho pioposed works if erected, would bo unprofitable, and that any income from them would be insufficient to pay the interest on the outlay. <J. Your petitioners believe that in order to pay interest on tho Government loan, it will be necessary further to increase the pre lent taxation. 10. Your petitioners consider that the present library building is quite sufficient tor the present needs, and that the striking of a library rate is uncalled for, and creates another burden. 11. Your petitioners desire that the ballance of the present loan should not be spent on tho contemplated, or any other works, but that tho same should bo returned to the Government, so that increased taxations to pay interest thereon will be avoided. 12. The taxes on the burgesses are already very heavy and if thebur Jens be further increased as appears inevitable, if the present policy be adhered to, your petitioners fear that settlement in the district will be discouraged. Your petitioners therefore pray that your Council will be pleased to take such steps as may be necessary to have the corporation of the Borough of Hamilton dissolved ; Or that your Council will be pleased to take such steps as may be necessary to have the district of Hamilton East excluded from the Borough of Hamilton and to enable such district of Hamilton East to adopt the Road Board system of local government; and that your Council will be pleased to repay to the Government the portion of the Government Loan remaining unexpended. And your petitioners will every pray &c,
