WAR PREPARATIONS.

The whole of the freight traffic has been stopped on the railways in Southern Russia, in order to facilitate the conveyance of troops, which are being despatched to the various stations on the western frontier. Over half-a-million Russian troops, with 2000 guns, are stationed on the western banks of the river Dnieper. The sanitary arrangements of the camp are extremely bad and large numbers of the men are stricken down with disease. London, February 14. Prince Napoleon has been requested to order his son, Prince Louis, to leave the Italian army, which, it is said, is being organised to operate against France. Loneon, February 15. M. Flourens' statement that General Briaulton had been inspecting the frontier to assure himself that the defences were secure has irritated Italy. Constantinople, February 15. It is feared that Russia meditates an early seizure of Erzeroum in Armenia. THE LATEST. Paris, February 16. M. Flourens, in a speech in the Chamber of Deputies last evening, strongly advocated the necessity for immediately strengthening both the army and navy.
