LATE FOREIGN NEWS.
(By Klectric Telegraph—Copyright). Duhlin, February 5. Thk freedom of the city of Dublin has been conferred on the Marquis of Ripon and the Hon. John Morley. In the speeches delivered on the occasion opinions were expressed that a policy of aspiring for local government might be the finest security for unity with the British Empire, as coercion had teen the cause nf disturbance, and had also been the means of perpetual discontent. Mr Morley considered that if an Irish Parliament was conceded, it would certainly be trusted in dealing with public affairs. He said the policy of the Government had compelled defiance, and coercion had utterly failed. J'he country would never be at peace until popular Home Rule was oonceded. Two priests have taken proceedings against Bishop Moraii, in the Rolls Court, with a view to making the rev. gentleman account for £2000 which the plaintiffs allege that he received for the relief of the poor priests in the Ossary parish. Bishop Moral) replies that the money which came into his possession was intended for general purposes, but the petitioners repudiate this suggestion, and take the present proceedings on the ground of fraud. Beiilin, February 3. It is stated that Prince Bismarck has had an interview with the leaders of the parties with reference to the Army Bill, which is now before the lieichstag. He explained to them privately the present situation of affairs in Europe, and pointed out that it would be impolitic to have at I present the information he disclosed to them made public. London, February 3. Mr Mathinson, Tory,has been elected unopposed for Walton, Liverpool. Dr, Madden has been elected for Dublin University. The proposals received from the French Government, relative to the establishment of a commercial treaty between Italy and France, have not met with the approval of the Italian Government, and negotiations have ceased. It is, however, probable that parleying will be resumed, and it will be carried on by the diplomatic agents in Paris. Harkins and Calian, found guilty of dynamite outrage, have been sentenced to 15 years' penal servitude. The Fremdenblatt states that Russia is concluding a loan of 300,000,000 roubles in Paris. Several of the crofters at Stornaway, who were implicated in the recent outrages there, have beeu sentenced to terms of imprisonment ranging from six to fifteen months. It is reported that General Gourko commands the Army in Poland. Obituary : Mary Howitt, the well known authoress. The Archbishop of Canterbury to-day re opened the Southwell Church, Nottingham, in the presence of a large assemblage of ecclesiastical dignitaries. The Bishop of Lichfield, preaching on the occasion, denounced the increased spirit of gambling and vices, and scathingly alluded to the veiled immorality existing in the higher circles. He demanded the union of all religious communities for the purposes of endeavouring to possess a purer state of things, and for preventing a perpetuation of the laxity and disregard for morality which prevails.
