The German Army Bill provides for an increase in the forces of 700,000 men. London, January 27. Hungary is reported to be in a state of complete preparedness for war St. Petersburg, January 28. It is intended in the spring to reinforce the Russian squadron in the Pacific above the strength of the English squadron in those waters. Vienna, January 28. A conference of governors and commanders of corps at St. Petersburg lias been held, ostensibly to examine the commissariat. This movement lias been regarded with suspicion. Pestii, January 29. Hekr Tisza, Hungarian Premier, in a statement made in the Diet respecting the Russian military movements, said that the Government were taking steps to insure the safety of the frontier, and for 1 placing the army in a state of thorough efficiency.
