Thk Daily Telegraph, in an article to-day, commend* the hom'sty of New Zealand in insisting on a pohsy of retrenchment, and prophecies a rise in stock in consequence. The same paper further remarks that if the colonies will cease borrowing, British capitalists will send the nvney privately for investment, a fact which is evidenced by last year's transactions.
