London, October 31. The Moscow Gazette urges Europe to enforce the neutrality of Gibraltar. A number of the French Chambers of Commerce are opposing the idea of France taking part in the Sugar Bounties Conference, which meets in November. The Union Mortgage Agency Company of Australia has adopted the report, and declared a ten per cent, dividend. Ten thousand pounds lias been carried to the reserve fund. The Thalia, which sails on November 24th, has been ordered to search the Crozets for the wrecked French vessel. The Rouvier Ministry will probably be defeated on the question of supplying forage to the cavalry. The Russian Press is opposing the projected increase of the tariff. It has been decided to establish a naval training ship at Sydney, similar to the Britannia, for the purpose of training and preparing cadets for the Australian auxiliary and Imperial fleets.
iREDTER’S TELEGRAMS.] London, October 31. W. W. Neale, solicitor, of Coventry, who was arrested in Melbourne on charges of embezzlement to the amount of £30,000, has been committed for trial.
