[redtbr’s telegrams.! London, July, 20. A Conference is about to take place between the Emperors of Germany and Austria at Gastein. The former is at present on a visit to that city. The French Minister of War has decided to raise twenty-two regiments. The Rev. John Walton has been elected president of the Wesleyan Conference for the ensuing year. News is to hand from the West Coast of Africa that Mr Stanley’s expedition for the relief of Emin Barba left Arnwis (sic) for Wadelia on June 2. A number of Radical members have entertained the Parnellites at a banquet. In his speech, Mr Parnell predicted an early collapse of the Government. It is feared in Bulgaria that Prince Ferdinand’s unpopularity with the army and the peasantry will cause a reaction in favour of Russia. Calcutta, July 20. It is announced that the Indian Government is engaged in specially studying measures for the improvement of the internal and external defence of India. St. Pbtersrukg, July 21. It is officially announced that a settlement of the Afghan boundary question lias been arrived at by the British and Russian Commissioners. It has been decided that Russia shall receive the territory between the Kushk and Murghab, north of Herat, while accepting the frontier on the Oxus as defined by England. Russia further renounces her claims to the districts awarded her in LS73.
