The ceremony in connection with the starting of operations was a brilliant one. A Bulgarian loan has been arranged. A leading member of the Cardiff Liberal Association has notified Mr Gladstone that they disagree with the committee's address approving Homo Rule. A. circular, dated the 30th ultimo, has been issued by the Imperial Government notifying foreign States of the fact that an Exhibition in celebration of the centenary of Australia will be held in Melbourne next year. Sir Julius and Lady Von Haast will sail for New Zealand by the Kaikoura, leaving Plymouth to-morrow. The various Agents-General are co-operat-ing to have a brilliant illumination on the Queen's Jubilee. General Ridgway, the British Special Commisioner on the delimitation of the Russo-Afghan boundary, left here for Loudon for the purpose of consulting the Imperial Government upon the points still in dispute. The place in Bokhara occupied by the Russian detachment on the 20th ult., proves to be Kerki, on the river Oxus, in the direction Balkh, a Northern Afghan Province, and not Karshi, a town iu the interior, as previously supposed.
