WEDNESDAY. 'WKr.MNOTOJf, Wednesday. The Council met at 2.'AO p.m. A. short discussion took place on' Mr Miller's motion to adjourn tho Council. He took the opportunity to severely criti cise the financial position of the colony, and said it was quite time uncompromising economy was practiced. Mr Reynolds moved the second reading of the Representation Bill, which, after a long discussion, was agreed to. Oil Mr Reynolds' motion for the committal of the Bill to-morrow, Dr. Pollen moved an amendment that the Bill be committed presently. He argued that the dissolution was conditional on the Bill passing, and that was his reason for now opposing the Government. He denied that he was actuated by party consideration. Mr Oliver said as the present Bill expired in August, unless a new Bill was passed before the Ist December the constitution of New Zealand would cease, and could ; on!y be served by an Imperial Act. He considered tho Government desire was to make a passage of tho Bill- a consideration for Government proposals in another place being agreed to. The debate was interrupted by the five o'clock adjournment. On the Cuuncil resinning, |Dr. Pollen's amendment was carried, whereupon Mr Buckley refused to have anything to do with the Bill. Dr. Pollen accordingly took charge of it and it was read a third time and passed.
