London, May 30. The Cardiff Council have refused to present an address of welcome to Mr Gladstone on his arrival there.
The committee of the Imperial Institute has prepared, and the Prince of Wales has approved, of the scheme whereby the governing body of the Institute shall consist of 100 members. Forty-five will represent the United Kingdom, fifteen India, and thirty the colonies, of which number ten will be Australian. The ten remaining Governors will be nominated by the Queen.
It is announced that the celebration in Dublin of Her Majesty's Jubilee will take place during the last week in June. The proceedings will be attended by a member of the Royal Family.
