[by telegraph—copyright—reuter.] (Received February 18th, 11 a.m.) Constantinople, February 17. Negotiations between the Porte and the members of the Bulgarian Deputation are still proceeding here. The Deputation had an interview to-day with the German Ambassador, at which Dγ Radowitz informed tho members that if the negotiations failed to bring about a settlement of the Bulgarian difficulty, Russia would occupy Bulgaria, and Germany and Austria would assent to such a step.
