I The panic which was manifested on the bourses of Paris, Berlin, and Vienna has now .subsided. Baron Macleay is hopeful that the Czar will agree to thecolonisation of New Guinea by Russia. The Emperor William, in receiving the President of the Lantag yesterday, reculled a former dispute between the Government and the Reichstag relative to the increase of the German army.
