♦ [BY TELEGRAPH.—COPYRIGHT.] [keuteh's telegrams.] London, January 28. Lord Randolph Churchill's statement shows that he objected to thirty-one millions being voted for the army and navy, and urged that the proposed defences for coaling stations and commercial ports should be abandoned. He would have been satisfied with an immediate reduction of half a million. The Press condemn Lord Churchill's action. January 29. The Earl of Northbrook approves of the Marquis of Salisbury's refusal to accept Lord Churchill's proposal for a reduction of the expenditure in providing coaling stations. Thirty Tory members have placed their seats at the disposal of Mr Goschen. Mr Gladstone was present at a great dinner given by the Welsh members of the House of Commons, at which was discussed a proposal for the formation of a Welsh party.
