Thk Official Messages to-day publishes an article rebuking the Russian people for the anti-German feeling which they have manifested. Common interests, it declares, cement Russia and Germany. Russia will respect the special interests of Germany, and is assured that Germany will respect the Russian interests in Bulgaria. A hope is expresbe-i that German influence will be solely directed for the maintenance of peace, which the Czar and the Russian people earnestly desire.
