HAMILTON BOROUGH COUNCIL

Thk usual monthly meeting of the council was held last night. Present : His Worship the Mayor, Crs. Knox, Edgecumbe, Jones, Tippen, Yon Stunner, Bell, Dey, Scott, and Baitou. Proposed Dkad Meat Market.— The General Manager of Railways wrote re concession on rates. [This letter has already appeared in these columns], Several other letters dealing with this matter were laid upon the table. The W. 0. & S. Company's Lkarehold.—The Clerk reported that Mr J. A. Bradley, on behalf of the company, had paid the amount of arrears and rent due. The Abattoihs Site.— The Under-Sec-retary to the Lands Department wrote stating that Lots 43, 44, and 45, applied for as abattoirs site, were required for railway purposes, and that Lot 243 could not be given for the purpose, as it was too near the railway-station. Thk Christmas Carnival. — Application was made for leave to eroct a temporary structure adjoining ihe Odfellows Hall, in connection with the Fancy Fair. — Granted. Hamilton West Drain.— Mr Geo. Mayes wrote offering to clean that portion of the drain running through his property for the sum of 15s, as he could do the work without injury to his crops. On the motion of Cr. Knox the application was granted, the work to he carried out under the supervision of tho Works Committee. Works Committee's Report. — The Committee reported that various small works in various parts of the borough ha r l been carried out. They recommended that Mr Wilson's application to lie appointed borough workman for West Hamilton bo not enteitained. On tho motion of Cr. Knox, seconded by Cr. Ball, the report was received and adopted. Annual Tenders.— On the motion of Cr. Knox, it was agreed that no tenders for gravelling be invited at present, and that a committee consisting of Crs. Scott, E'lgecumbe, Tippen, Jones and the mover, report at next meeting as to the cost of maintenance of the roads in tho borough. — It was resolved to call for tenders for lamplighting, dog collars and cxrting.— Cr. Scott moved that as some members of the council wore dissatisfied with the existing arrangement, which precludes any but principals from tendering for supplies, tho committee appointed to leport upon road maintenance take this matter into their consideration and report. — Seconded by Cr. Bell and carried. Accounts.— The following were passed for payment :— C. Carthy, £1 12s (Id ;A. Campbell, 11s Gd ; G. Mayes, £4 8s 8d ; Meachem, 2s; Sandes and Co., 13s lid. Selkirk-street. —Cr. Scott, on behalf of the committeo appointed for the purpose, recommended that the road be formed from Rosstrevor-street to the cemetery. After some discussion the report was adopted. Bradley's Bridge. — Cr. Knox moved that a brick culvert be erected at this point, and that Mr T. G. Sander be instructed to prepare plans and specifications, to be laid on the table one week before tho next ordinary meeting. — Cr. Bell seconded the motion, which, after some discussion, was carried. Appointment ok Committees. — Cr. Knox, in accordance with notice, moved "That resolutions Nos. [) to 12 of the 4th October last be rescinded, and the council elect a works committee, a finance committee and a legal committee, consisting of three members each, and appoint chairmen for same." — Some discussion ensued, the opinion of councillors generally being favourable to the change. — The motion was seconded by Cr. Edgecumbe, and cairied. The committees were then appointed as follows : — Works Committee : Crs. Tippen, Dey, and Barton ; Finance Committee : The Mayor, and Crs. Dey and Yon Stunner ; Legal Committee : Crs. Scott, Jones, and Scott. An amendment by Cr. Tippen, that the Works Committee remain as at present constituted, namely Crs. Tippen, Dey, and Edgecumbe, was lost, the hu-t named councillor desiring to have his name taken off the committee. — Cr. Knox moved that Cr. Tippen be appointed Chairman of the Works Committee, the Mayor Chairman of the Finance Committee, and Cr. Scott Chairman of the Legal Committee. — Cr. Tippen declined to act as chairman on the ground that a committee should not be changed v.'ithout some reason. — Cr. Scott said the alteration was made through Cr. Edgecumbe wishing to retire. — beveral councillors expressed a hope that Cr. Tippen would re-consider his decision. — Cr. Tippen consented to act, and the motion was then put and cairied. Puhlic Bathing Places. — The Mayor moved, in accordance with notice, that immediate steps be taken to provide public bathing places, and that a committee consisting <«f Crs. Tippen, Edgecumbe, Knox and Yon Stunner be appointed to consider and report on the matter. He trusted that the matter did not need to be urged on the attention of the council. — Cr. Knox seconded the motion, and asked that the following words be added to it, " And that this meeting, at its rising adjourn until this day week to consider and receive the report." He dwelt at some length on the necessity for providing bathing places, so that the yonths of the town might learn to swim without danger. The motion with Cr. Knoxs addition was carried unanimously. Appointment of Ranger.— The following applications for tho office of ranger, poundkeeper and dog-tax collector were received :— R. Dellicar, T. Maye«, W. Allen, A. Mayes, H. P. McPherson, F. Gaudin, T. Tebbs, W. White, W. Salmon, J. Deejjan, W. H. O'Neill, W. Davis, Jun., A. Vincent, G. Brown, W. Munro (informal), J. Steadman and D. Lees. A ballot was taken, and resulted in the election of Mr D. Lees. The Tryffic Bridge. —Cr. Birton thought the attention of the council should be directed to the state of the bridge. He would move that an engineer be authorised to report upon it. He did not know whether the council thought it a good thing, but ho had seen a disc harrow going over it, cutting up the decking. —Cr. Tippen said these implements were also damaginsr the roafJs. He did not know whether they could stop the nuisance, but it was a very serious one. — Tho Clerk said anyone damaging the roads could be prosecuted.— Cr. Scott said the Government had on former occasions instructed their engineer to inspect and report on the biidge. — After some further remarks by various councillors as to the state of the bridge, Cr. Scott moved that the Government be requested to instruct Mr C. W. Hursthouse, Resi lent Engineer for Waikato, to inspect tho bridge.— Cr. Tippen seconded. — Cr. Edgecumbe moved as an amendment that the matter be left in the hands of the chairman of the Works Committee to carry out the recommendations of Mr D. M. Be.ere, formerly Residont Engineer, who inspected the structure about twelve months ago. — Cr. Dey seconded the amendment. — Cr. Knox suggested that the council appoint an engineer, and not leave that to the Works Committee. — After somo discussion, the amendment was withdrawn, and the motion was carried. Cook- street Footpath. — Cr, Yon Stunner wished to know whether anything was going to be done in regard to the Cookstreet drain. If not, he thought the council should do something to the footpath. — The Mayor suggested that the council go ground the borough and see whnt works nyere really nscessary. — Tho suggestion was adopted, ancf Thursday, the JCith jn.st., was fixed as the day. This was all the business, and the council adjourned.
