[RKUrEll's TELKOIUM3.] (Received November 29th 12.10 p m.) London, November 27. It is currently reported that Germany is seeking to arrange a settlement of the Bulgarian difficulty which shall be satisfactory to both Austria and Russia, whereby Russia would recognise the recently elocted Sobranjo, and the Great Powers sanction the union of Bulgaria and Roun.elia.
