Had Mr Sandes not come out of the Casby'a affair clean handed, the council would have been justified in dispensing with his services altogether, hut he had been weighed and found not wanting, and the council would not bo justified in castincr a slur upon him. Under the>e circumstances he was not «urpiised that no gentleman could bo found to second the motion. The matter then dropped.
