In consequence ot the non compliance of the Regency with the request of Russia that the prefect and commandant of Philipopolis should be dismissed, owing t«> the arrest of one of the Russian consular servants. General Kaulbars and the other different Russian Consuls throughout Bulgaria and Romnelia have left their posts. Russian subjects have been placed under the protection of French Consuls.
