WAIKATO COUNTY COUNCIL.

The usual monthly meeting of the council was held at the chambers, Hamilton East, yesterday. Present: Mr A. Piimrose (chairman), Crs. Soddon, liarugh, Runciin<vn, Johnson, Smith, and Graham. Mr Selwood wrote, complaining of the condition of the Churchill road, and after some discussion Cr. Jolmvm was authorised to olFcr the sum of £3 to Mr Sal wood for the formation of about 22 chains of road. The Provincial Distiict Auditor had, the clork explained, objected to the payment of the travelling expenses of the delegate to the Hospital and Charitable Aid Board. Correspondence ensued between the auditor and the county cleric, the former finally saying that he might have to refer thi, matter to the Government, as no doubt other county councils would do likewise. The clerk was instructed to write to the Colonial Secretary, stating that the council was of opinion that the expenditure was quite legitimate, and that they did not approve of having their accounts, which were really correct, initialled in red ink. The council confirmed the action of the Kirikiiiroa Road Uoard in the in itter of closing a load at Taupiri on Mr Lovells, property, and the chairman signed the plan?. In accordance with instructions the Engineer brought forward the necessary descriptions for making cert tin drains in the Cambridge di-tiict "public drains" and the chairman signed tho nocess.ny advertisements for the taking, and also for the delegation of the cmlro! of the .same to tie Cimbiidgo Road 13 >.ird. Tho Engineer was instructed to try and make arrangements with the contractor to widen tho bridge at Meromere near tho banks of the i Waikato River sufficiently to take dray tr.iHie over it. A letter was read from Mr John Coom, stating that if the council would pay the cost, his department would put in a crossingo\ er the railway line at Huntly. The council generally expressed "their surprise at such a proposition, and the engineer was instructed to communicate with the Railway Resident Engineer on the subject, and to request him to put in the crossing as the council consider that they are entitled to have it done under Section No. 134, of the Public Works Act, 18S2. Councillor Johnson again brought up the matter of Casby's cutting, and stated that it had been measured by Mr Hunter, of Messrs Stewart and Hunter, C. E., of Auckland, who made it 772 yards, being 30 yards more than Mr Bib >r's measurement, and 03 less than Mr Gwynneth's, Tho i council refused to tike the inittt>r into consideration any further, it hn,\ in,> been finally decided upon, and nettled a previous I meeting, and Councill >r Johnson himself had agreed that Mr Gwynneth's decision should be final. Councillor Johnson com plained bitterly of the treatment he was receiving, and said he was not being dealt with fairly, and the council might e\psct a petition demanding that the engineer be discharged. The matter was not further di-,-cussed. A few accounts were passed for payment, and the meeting broke up.

How LniiiTNixo Works —On the 27th Julyap.uty of engineers and workmen had an excellent opportunity of observing the way in which a thunder cloud dig charges its eleetiicity. They had just completed the fitting of a lightning conductor at the shelter hut on the Mythen, in Schwyz. A heavy storm was seen approachi-ig from three different points, and they took refuge in the hut. Through a hole in the wall they could see the conductor. From time to time small bluish flame 3 appeared hovering on it ; then the lightning flash would be seen descending along the conductor into the earth, followed almost install taueously by the thunder crash. More than twenty times they watched the phenomena regularly succeeding each other ; then there was an electrical discharge of such violence that there seemed to be a recoil, and two of the party felt the shock from below up to their hips, mid one fancied that both his legs were shot of. The party were so terrified that they quitted the hut and descended the mountain amid blinding snow, as thick as if it were the middle of winter, varied by thunder and lightning.
