The Great Subrange will hold its first meeting since the elections in Bulgaria, at Tirnova, in a fortnight. f REUTKR'3 TELEGRAMS. | The Pall Mall Gazette, to-day, says that Lord Chailes Beiesford, Naval Lord of the Admiralty, has addre&sed a memorandum to the Admiralty, severely condemning the shortness of the personnel on warships in commission, and of their supplies of coal, and the tardiness displayed in mobilizing warships. He asserts that no plans exist for a campaign, and insists that it is necessary to extend th-3 Intelligence Department to the na\y, and organise fleets in preparation for war.
