The Austrian Governimnt ba\e instructed their Am'uassador at St. Petersburg to complain to the Russian Government of the conduct of the Russian agent, General Kaußur-*, in Bulgaria. Sr. Petersburg, October 0. The Journal de St. Petersburg, in an article to- day, speaks ironically of Lord R. Churchill's solicitude for the people of the Balkan Peninsula as expressed in his lordship's .speech on Saturday last. The Journal hopes tlio people of the Balkan States will co-operate with a view of rescuing Bulgaria from the agitators who are abusing their present power to punish p >litical opponents and endeavouring to secure a majority of the National Assembly.
