•Sofia, October 1. A ATAHN meeting was held in this city to-day, to protest against the demands of Russia in regard to the future Government of Bulgaria. General Kaulbars was present during the proceedings and left the hall. Before doing so he advised those present not to disregard the advise of Russia. October 5. General Kaulbars, who at present i.s on a tour through Bulgaria and Roumelia, has given formal notice that the elections for the Giand Hobran^e will be illegal. Vikn.w, October, 4. The Australian Government recently made a proposal to the other powers for a conference to be held to arrive at a settlement of the Bulgarian difficulty. The German and Russian Governments have, however, replied, declining the proposed conference. [PKESS ASSOCIATION.] London, October 4. The Press regards Lord Ctiuichill's speech as a Tory democratic manifesto. The re ferences in it to foreign affair-, »trei»^thun the impression tlut England and Austria are trying to establish a Balkan federation under the protection of the Gieat Powers. London, October 5. It is believed that General Kaulbars is trying to provoke a ruptuie in Bulgaria. The .speeches of M. Ti^/,a and Lord Randolph Chin chill have encouraged the Regency to stand firm.
