St. Pktkksbuiuj, September 21. Journal de St Petersburg, in a loading article to-day, consurea the Regency for hurrying on the elections for the new Great Subrange National Assembly of Bulgaria. M adrid, September 22. The majority of the rebel .soldiers who fled from the city have been captured by the force despatched against them, after frequent skirmiahen. Numerous arrests have been made here of persons supporting the republican cause.

London, Septombr 23. In the of House Commons last night, during tlit) discussion on the position of affairs in Bulgaria, Lord Randolph Churchill declared that the serious situation in that country iniplrt soon become critic.il; that therefore Her Majesty's Government declined to formulate thair" views on the subject. The object of the Government would be to maintain the European concert, and thereby to ensure peace. The Marquis of Salisbury has stated that the policy of his Government will bo to create a peasant proprietary in Ireland. The Times commends the disinterested attempts of tho Hawaiian Government to preserve the indeppndency of Polynesia.
