The House met at 2.30 p.m. ' The Local Bodies Finance and Powers Bill was read a third time and passed. Sir R.. Stout H»ld he did not quite agree with the amendments made by the Legislative Council in the Civil Service Reform Bill, as to the nomination of cadets. The Council' had altered it in that respect, and instead of making appointments by members of the House, a provision was in«erted for appointments by competitive examinations Although he did not agree with that alteration, owing to the late stage of the session he would ask the House to agree, so that the Bill should not be lost. 'After rtomo discu>sion, in which several moinbuib urged that the Bill should be withdrawn, aa it was entirely changed from the original Bill, Major Atkinson asked whether Sir K. Stouc .still hoped to effect tbe saving he had promised of €l."), 000 or £30,000 by this Bill. Sir R. Stout said the clause by which he hoped to effect that saving had been struck out by the House. The only important alteration made by the Council was as to competitive examinations of cadets. He should take care that in these examinations boys from the country weuld have the same id vantages as tho«e from other schools. The amendments were ;\gieed to on the \OIC(M. Sir R. Stout moved that the Hospitals .md Charitable Institutions Bill be recommitted for the consideration of clauses 3 »*nd 4. Mr Buchanan mo\ed an addition, that the clause relating to the reparation- of Wairar.ipiv from Wellington be also considered. , . Meo-rs Whyt s and Walker moved similar ameudme it>. Sir K. St<>ut said he c mid not accept any of the amendments pioposed. If the Bill were split up i»» this manner he should be compelled to diop it. Mr Buchanan'*, amendment was carried by 32 to 31, but it was afterwards discovered that there wan not such a clause as Mr Buchanan had mentioned. With the Speaker's permission, Mr Buchanan then mo\ed the recommittal for the consideration of n new clause. This was lost by 21) to 27 and the other amendments wore withdrawn. [ The Bill whs recommitted for the consideration of clau-e.s proposed by Sir R. Stout, who moved an amendment making subsidies on contiibution-. from loc.il authorities pound for pound. Agreed to. The Bill was reported with amendments, read a third time and passed. On the motion for the third reading of the Government Life Insurance Bill Mr Hatch moved that the Bill be tecoiiiniitted for the consideration of a new clause, providing that agencies may be established in the United Kingdom for the sale of annuities for life and for appropriation of money for that purpose. Sir J. Vogel had no doubt that thi« proposal would bo piofltable for the Insurance Department, but he thought they would not be justified in going into it this session. He should <m!vim; Mr Hatch to be content with getting the matter discussed, and that it should stand o\er, at any rate till next session. Msijoi Atkinson said he -hould have to vote against the clause, although he hail very little doubt that the Department would eventually extend its operation-, in that direction, which he admitted would be a profitable undci taking. He was of opinion, however, that a proposal of this nature should come from Government, and only after mature consideration. After further discussion the amendment was lo,t, and the bill read a third time and passed. Sir J. Vogel nv>ved the second reading of the Stamp Amendment Bill, and the discussion was not concluded at the \'SO p.m. adjournment. On the House resuming the Stamp Act Amendment Bill was further considered in comraitt c aid reported. The Railways Authorisition Bill was read a h'rst time. Sir R. Stout moved the second reading of the Representation Bill. The main features of the Bill were two, a population basis, and the appointment of a beard. (Left Sitting.)
