The council mot at 2..'J0 p.m. Sir F. Whitaker bi ought tip th« ieport of the Select Committee relative, to the New Zealand Loan Bill, and moved it« adoption. The report was ordered to be printed, and the Bill committed for the ftaiuo sitting. The (Jovorment Loans to Local Bodies Bill was road a third time and pawned. The amendment of the House in the Sheep Act Amendment Hill were agreed. The 'Mining Bill was.further conaidered in coui-' mittee, and reported with amendments; the Deeds and Instruments Registration Bill was committed, and progress reported. Mr Buckley mo\ed the third reading of the Public Bodies Bill. Sir F. Whitaker objected to the Bill. The debate was interrupted. The report of the committe on the Jsew Zealand Loan Bill set forth that the only lines of railways unauthorised in the schedule of the Bill were Helensville (fo;ir miles extonsion of which, however, haw, been authorised) and to the Oamaru breakwater line junction. The committee was entirely unable to determine whether the law had been completed with, which wns (i question entirely apart from the consfdeiation of a money Bill, and the Council would not be doing it* duty by voting the money for a work not properly authorised. , _____
