The Governtnimt contemplate introducing a Bill for the appointment of a board, 'which ha ths3 p >.v jr of altering fl ' ne repre•entation every three or four years on a population basis. The Mary Russell, 114 days from New York, ha^ arrived at Wellington. Replying to Tnwhi.Ws request for establishment of a Mauri Council the Native Minister writes that ho is unable to grant the request, as he fails to see that such a council would in any way be beneficial to the Maoris. The steamer Maitai on her last trip from Auckland here sighted the Russian warship on the 4th inst. north of Gisbnrne.
