HOUSE OF REPRESENTATIVES.
1 The House met at 2 30pm Dr. Newman moved that in the opinion of this House it is advisable that reserves in land should now bo set apart for charitable aid, for technical and primary education and harbour*, and that the House requests the Government to give effect to this opinion by legislation this session. Sir R. Stout said if that portion about harbours were omitted frotn the motion it might be accepted. He considered the freehold system had been a curse to the colony. He did not think they could afford to cet aside their agricultural reserves for liai hours. He recognispd that the South Island was more careful of. its lands than the North. \ lengthy discussion pnsued on the matter. Mr Turnbull s.iid he understood thab in committee someone intended moving that a land and income tax should be substituted for the Property Tax. The debate was interrupted by the 5.30 adjournment. Mr W. F. Buckland resumed the financial debate. Ho adversely criticised the budget, and was followed by Mr Montgomery, who moved that the Government reduce current expenses by £75,000. The Premier intimated that the amendment would be treated as a no-ci<nfidence motion. The debate was proceeding when the telegraph office closed.
