The House met half-past two p.m. The following BUN worn introduced :— Bill to Reduce the Rate of E\port Duty on Gold (SirJ. Vngel) ; Wairoa Harbour "Bill (Mr Locke) ; Dog Registration Act Amendment Bill (Mr McMillan) ; Bill to further Regulate the Introduction <>f Coloured Labourers into New Zealand (Sir G. Grey). Sir J. Vogel desired to «tate, for Urn information of the Hoiko, th.it he would deliver tho Financial Statement that evening. The reason given by Sir Julius Vogel for the sudden announcement of tho Financial Statement was that the long delay in h\ing the date for its delivery involved a certain amount of commercial disorganisation. Importers cleared stocks in large quantities at considerable outlay to themselves, and loss to the revenue. Hun members, therefore, he concluded, would not be surprised after this statement to hear that ho would bring down the Budget tonight. Mr Stout moved tlie second reading of the Alienation of Land Bill, and explained that it was similar in somo respect:; to the Bill introduced last session by Air Conolly. Tho Bill was simuly to unable trustees nnd administrators to sell and dispose of land and to declare the powers they possessed. The Bill did not go so far as the one introduced into the English Parliament with the same object. After .some discussion the Bill was read a second time on the voices. The House ro.so at half-past four p.m. The House met at half-past seven. A message was received from the Government enclosing the Estimates for the year. In Committee of Supply Sir T. Vogel made his Financial Statement, after which the House adjourned at a quarter-past nine p.m.
