WAIPA COUNTY COUNCIL.

Thk usual monthly meeting of tho Wai pa County Council was held at tho Council Chamber-", Ohaupo, on Tuesday last. Present : Cm. Germann (chairman), Grice, Fisher, Smith, Ridler, Lang and Corboy. ST.vnnoHY Mkkting.— The Clerk brought to the notice of the council that it was a statutory meeting to consider the balancesheet for the year ending 'March 31st, lS8(i, which ho lead, showing the total expenditure to be £3034 14s 10d, and the receipts £353(> 16s 10d.— It was resolved that the statement as read be adopted, and that the chairman be authorised to sign the sunic. Engineer's Report.— Mr Armstrong, County Engineer, read his usual monthly repoi t. Day's Drain and Crossings.— The Engineer was instructpd to put pipes in at tho crossings into Mr Day's paddocks. In 1 reference to tho drain across the roadway so long in dispute, Mr Day wrote stating that if the council would allow him to use some pities which ho knew of at Whatawhata, the property of the council, he would find the labour to put them in. — Cr. Fisher thought it would be better to provide 10-inch pipes if necessary, and get the matter settled.— Cr. Lang said from his knowledge of the locality a set of pipes would be required to prevent the road flooding.— Tho Engineer recaived orders to provide the pipes necessary. Painting Cambridge Bridge. — The Engineer having reported that nothing further had been done upon this job since last meeting, he was instructed to get the work finished at the contractor's expense-, if the work was not finished within fourteen days. Road at Soldier's Briuoe.— The Engineer's estimate for this work, £45, was considered by the council as too great an expense to incur at the present season, and the matter was allowed to stand over till next season^ Small Jobs.— The Engineer was instructed to repair tho docking of a bridge on the Whatawhata road between Stone's and Ngarnawahia, and to repair box culvets on the Hainilton-Whatawhata Road. Cambridck-Ohaupo road.— That portion of the road near the Pukerimu Church was reported by Cr. Fisher as requiring the attention of tho council. The engineer was directed to call for tendeis for gravelling it. Cambkidge-Kihikihi Road.— A culvert on thisroßd temporarily repaired, wasordered to be examined by the engineer with the view of making the culvert of concrete, or, it not, practicable to lay pipes. Cr*. Teasdale and Moncneff at this stage took their Keats. Walker's Gully.— Cr. Fisher brought to the notice of the council, the dangerous state of the approaches, notwithstanding that the contract for maintenance had been let at their last meeting. Engineer ordered to interview contractor forthwith. Tender Overlooked.— Cr. Fisher said that he had been asked by Mr Covvley, to enquire into the reason why his tender for the maintenance of the rond from Fleming's corner to Delaneys had not been considered at tlte previous meeting, seeing that it was lower than the one accepted. — Mr Armstrong, the engineer, explained that the fault was his, as he had the tender in bis possession at the last meeting, but had overlooked it.— Cr. Fisher, under the circumstances, thought the acceptation of Norrish's tender should be cancelled, and the contract handed over to Cowley. — Crs. Ridler and Corboy dissented, as they considered it a dangeious precedent to establish.— On the motion of Cr. Ridler it was resolved to leave the matter in the hands of the engineer to explain to the parties interested, with a view to their coming to some arrangement. Elmsly's Footpath.— A letter was read from the chairman of the Kihikihi Town Boaid, proposing to cut down the .side path in front of Mr Elmsly's store, and agreeing lo pay half the cost if the council would contribute the other half. — Cr. Teasdale proposed, ''That the council do pay half the cost of the said work, £8 10*, on the understanding that the Kihikihi Town Board indemnify the council against any further claim for damages from Mr Elmsly. Petition From Ohaupo Residents. —A petition from a number of ratepayers was read, asking the council to gravel the road from Delanoy's to the corner of the Alexandra road. — Cr. Fisher said, in view of the state of their funds, and that tho monies allocated to this part of the district, had been expended, and further that he doubted the advisability of entering upon the woik at this season, he should move that the petition be not granted. Tho Engineer | estimated the cost of this work at £90. " Subsidy.— Tho Colonial Treasurer advised having placed to the credit of the council the sum of £376 Gs 4d, being 73 per cent, or £692 14s lOd. equal lo £515) 11s 2d, less their contribution to hospital and charitable aid fund, £143 4s lOd, which had been deducted.

Hospital and Charitable Am.— The chairman, asdelegate at the late meeting held at Hamilton, referred to the resolutions passed. He thought it would be better to pay for all patients at the Auckland Hospital, than to establish one in the district. If the local bodies, who wero represented at that meeting act in concert and obtain an alteration in the schedule to the Act, there would be nothing to prevent the establishment of a hospital at some future time when found necessary. In connection with this subject he would read a letter from Mr Lake, resigning his position upon the Auckland Hospital and Charitable Aid Board. In it h» suggested that his successor should keep a sharp look out to defeat any attempt to rescind the resolution of the Distiict Board in favour of making a separate district of Wai pa, , Waikato and Riiglan counties and the borough of Hamilton, and that ft similar resolution, with the addition of the words " and that the Government be requested to give effect to the recommendation by legislation in the present seseion " be carried in the United Board, and that the council should petition the Government to give effeetby legislation to the resolution of the District Board. ContiN' Moth. — A letter was read from the Colonial Secretary's office in reference" to the Codlin Moth Act, 1884, pointing out that as it could only be brought into operation upon potitiou from owners of infected orchards, and as the first result of such operation would be to impose a tax upon the petitioners, it had practically proved a dead letter. Consideration to stand over until next meeting of the council. Repairs to Dkck of Te Rork and Whatawhata Bridge. —A letter was received from Mr Hales, District Engineer, stating that it was not the intention of the Government to paint the deck. In reference to this Cr. Fisher said that the council had not asked the Government to paint the floor of the bridee, but it was certainly understood that the Government would put the bridges in thorough repair before handing them over to the council. A letter was received from the Kihikihi Town Board asking tiie oouuoil to pay their proportion of the £10 expended on the footpaths. The chairman of the Rangiaohia Road Board wrote, certifying to a resolution that had been passed by that body for the closing of road between allotments 51 and 42 Mangapiko, and 268 Ngaroto, the same was confirmed by the council. The road closing on Mr Kuorpp's property Newcastle district waft alio oonsentod to. Tenders.— Mr W. Reids was the only tender received for contracts No. 44 and 45, Tuhikaramea. The matter was held over till the spring. Mr Lake, who was present was asked his opinion as to the necessary procedure for appointing his successor to act upon the Hospital and Charitable Aid Board, he said the Act made no provision for it, but he bad. noticed similar appointments had already been made, and be thought a resolution of the council would be sufficient. The Chairman then proposed that the Council accept the resignation of Mr Lake, and tender a hearty vote of thanks to Mr Lake, regretting that he found it necessary to resign. — Mr Lake, in reply, said that he would not have thought of resigning except that he thought the Waipa ought to be represented at the meetings of the board. — Mr Germann was unanimously appointed to succeed Mr Lake, and it was resolved that the Council petition Parliament to give effect by legislation, this session, to the resolution of the Auckland District Board passed in April, praying that the counties of Waikato, Waipa, Raglan and the Borough of Hamilton be formed into a separate district for hospital and charitable aid purposes, under the corporate name of the Waikato district. Mr Lake counselled the necessity of confining themselves to the question of separation in the first place, as it would then be competent for them to make terms as circumstances arose.
