The whole of tUo Great Powers, with the exception of Russia, have approved of the agreement entered into between Bulgaria and Turkey for the settlement of the Rouinelian question. St. Petersburg, February 5. His Imperial Majesty the Czar states that the sanction of the Sultan to an agreement between Bulgaria and Turkey is inadequate, and that the consent of the European Powers is necessary to ensure the security of the settlement. The Czar declines to dicuss the questiou of a second note promulgated by the Powers.
