London, January 20. A letter has been published from Mr Gladstone, in which ho declines to receive a deputation from Belfast. In his letter he denies the plan attributed to him for the settlement of the Irish question, and states he awaits the proposals of the Government upon the subject.

January 21. The announcement that Mr Edward Stauhope has been appointed Chief Secretary to Ireland, turns out to have beeu inaccurate as Mr \V. H. Smith is officialy stated to have assumed that position.
