The Sublime Poite has despatched an envoy to Sofia, the capital of Bulgaria, in order to confer with Prince Alexander on the present .situation. London, December 13. The Porte has sent a circular to the Powers inciting them to an entente on the Balkan question. December 15. The French Government have issued a circular note to the European Powers favouring the union of Bulgaria and Eastern Roumelia under Prince Alexander.
