A circular note has been addressed to the Great Powers by thf Sublime Porte, inviting delegates to a conference to be held at Constantinople, the object being restated by the consideration of the Iloumelian question. A joint note has been despatched to Servi.i from the Powers, warning her against the consequences of tnaintimng the present bellicose attitude.
