The arrangements f.)r the S.m Francisco mail ner\ ice axe now almost complete. The m.uU will be carried by the Union Company between Sydney, Auckland and Honolulu, and to 'Frisco by the Oceanic Company. The contract as fiatned, now pro\ides that four bouts hh.ill be in nse, two between S.m Francno, and two between Honolulu, Auckland and Sydney. The contract time ik to be 25 days between Sydney and 'Frisco, and 20 d.*y- between Vuckland and 'Fruo. The hit service was at tiist for 17 and 22 days, respoctiwly, and for the last year 20 and 21 d iys* so that the new service, notwithstanding that it is broken at Honolulu, will be done quicker. The penalties and bonus's will be the same as before, only tli.it bonuses are limited to 3(5 hour* in any one tiip. There aie adequate provisions for detention of vessels for mails, and on that for the hrst 3l> hours of such detention no demuirage shall be payable. There are also provisions made for duly loading and unloading mails, c irgo and passengers. In most other respects the contract inns upon the Kiiuo lines i\s those of the existing contract. The payment in to be £30,000, less two thirds of the £'4000 that the United States are to contribute. Now South Wales is to pay £'10,000 of the amount, leas one-third of the United States contribution, and New Zealand is to pay £20,000, also less one-third of that contribution. In other words the £4000 is to be divided equally between New South Wales, New Zealand and the contractors. The deduction of a third of £4000 will make the net payments of New South Wales and New Zealand respectirely a little under £!KXX) and a little under £19000. From each there will h.ivo to bo deducted postages received from other colonies estimated to amount to £fsooo or £8000 from each of the two colonies, leavinga net payment of little under £l(i,000 for New Zealand and a little under £(>OOO for New South Wales. The payment for New Zealand will thus be under what the House authorised. Theso estimates of receipts just gi\en may almost absolutely bo counted on with the probability that tho postage of other colonies will continually increase. It is «b likely the the new service will bo supplemented by such arrangements as will make it tlio quickest ronte to and from Japan and China, a material increase may be expected. The»o contributions __ do not take into account tho postages New Zealand and New South Wales will each receive in its own colony mid England. The amount New Zealand will receive will leave a considerable profit on tho service. As far an New Zealand is concerned, tho service cannot fail to bo very valuable. As a postal service, it will be so quick that it must command considerable shaie of mails, and thero is little doubt but that after adding the coit of colonial service and all other e\penses tho returns to New Zealand will be considerably in excess of all payment. The Union Steam Ship Company as far as regards Australia and New Zealand, and Oceanic Company as far as regards Honolulu and 'Frisco represent that they are determined to use every effort to push the service and extend its usefulness both as a passenger and cargo service.
