TO THE EDITOR. " Bieathes theie a man, <!kc." Sir,— Tho day is at hand when tho buicesses will ha\e to decide who shall represent their interest? in this borough. In my humble opinion it is the duty of each of the candidates to address the latepayers and to endeavour to lay befoie them a h\ed policy of what they intend to do on their (the buigesnes of couihe, I mean) behalf to improve the at piesent jumbled up state of municipal affairs.
