THE NEW SCHOLARSHIP REGULATIONS.
Thk following circular has been addressed to the various' school committees in the pro\ nice : —

Sm,-— Uy direction of the Hamilton West School Committee, I have the honour to call the attention of your committee to the acc')inpan>mg protest against the newscholarship regulations, and to request its support of the same. 1 may summarise the loading objections thus •— " The scholarships ate of two grades— primary and socondaiy. Primary scholarship* aio open to children under 13, tho present average ago for presentation in the Fouith tSt.ind.ud in this provincial distuct. The syllabus so fai as included in the standard course, is identical with that foi Standard VI. This is easily ascertained by u-ference to the printed "Standards ' and Scholarship Regulations. The senior scholarship syll ibus in eludes compulsory and optional subjects. Tho maximum of marks for the former is 3400. Of the total 1800 marks are obtain able in subjects not taught at all in oui prim.v y schools. Of the optional subjects not one is so taught, with the exception of ,i little elementary science. Further, referring to the University Calondnr, 1 hud that the English, Arithmetic, Euclid and Algebra for these npnior scholaiships aie identical with the requirements of tho junior Univeisity scholarships. Candidates for those l.ittei must be at least Hi, and may be 21 years of age. Candidates for the school sonioi schohuships must be under 1">. Further, the simple matiiculation examination is the stand.ud for a teacher's ceitihcato in claws D, and yet requites incomparably lesr. than is demanded for these school senior achol.u-.lnps. In one subject, Arithmetic, it woven below tho st.iml.udof the junior. These aie sonic of the giounds of opposition to the new i emulations. Tho demands made on piim.uy school chddieu are higher than those made on candidates for matiiculation m tho Univeisity, who must bo at least a year older, and lughei even than those, made on then own pritn.ny .school teachei.s in class I), who may be any ago." This protest was fmwaidod in the fii-,t instance to the Boaid of Education, who leplied : " That as the icgnlations weio alieady approved by the Minister the subject could not be le opened. ' In consequence of this, we have foi wauled it to the member for Waikato with a request to urge on the Minister of Education the injustice that will be inflicted on piimaiy schools by tho proposed regulations, and to ondeavoui to procuie their modification on tho lines suggested by tho committee. Our piotest has since born endorsed by the Hamilton Kiist and Waitetuna School Committees, and we tiust that a combined effort will bo made by all school committees in this provincial distiict to mippoit our action. If it moots with your approval, perhaps you will be good enough to make the noceosary representations to tho Boaid of Education, and also to the member foi your distuct, iequesting him to bring tho matter before tho Minuter of Kducation, or take such othei < means as miv be deemed expedient to attain the end desired —I have tho lionoiu to bo, Sn, your most obedient sci v.mt, Joiiv Kvox, Societal y Hamilton West, School Cotninit!o\
