HOUSE OF REPRESENTATIVES.
TUESDAY. The Hou.se met at half-past two o'clock. The following Bills were introduced :— The Otago Dock Act, 1883, Amotidmcnt Bill (Mr Larnach) ; The Inunction of Factories Bill (Mr Bradshaw) : The Tauranga Harbour Board Bill (Mr Grace) ; The Newmarket Resorves Act, 1878, Amendment Bill (Mr Moss). Mr Richardson moved tho second reading of the Public Works Act Amendment Bill. He explained the the bill was brought on m consequence of the recent probability of the outbreak of war, and its object was to authorise the Go\ eminent to take lands in \anous parts of the country for the erection of foitifications. The motion for second reading was agreed to. Mr Richardson said as it was a matter of urgency, he would ask th.it the bill bo committed at half-past seven. The motion was agreed to. The motion for committal of the Hospitals and Charitable Institutions Bill was agreed to on division by 50 to I<>. The House went into committee on the Whitmoic Enabling Bill. The Bill was i eported with amendments, read a third time and pawed. The House wont into committee on the Public Works Act Amendment Bill. Clause (5 elicited a long disensaion. The clause provides that compensation for the land taken shall be settled by a Compensa tton Court, but no person shall have any claim to compensation by reason of the artillery. Several amendmeut were proposed on tho clause and negatived. In clause 10, providing that land taken for fortifications previous to the coining into opeiation of this Act, .shall be deemed to have been taken under the Act. Mr Moss moved to add, " Provided that, in assessing compensation, it should bo given accoiding to the law at present in force. The amendment was negatived. The remaining clauses passed with \erbal amendments. Tho House went into committee on the Hospital-, and Charit.ible Institutions Bill. In clause 0, Sir J. Vogel proposed on amendment th.it the District Bo:ud-» shall consist of one member for each borough and one for each county, to be elected by tho borough or county council.-., instead of by the mayor oi clu'.ii man of county council. Sir J. Vogel said there appeared to be a general de.sue on tho part of tho House to do away with the nominated system. He thought nominated members and elected memboisdid not work well together. If, however, tho nominated .system weie desired, it might be ad\isnblc"to make special provision for such districts. He moved that the clause bo postponed. Agteed to. In clause 20, prov iding for the election of trustees, a portion of the clause .struck out, which provided that two trustees may be appointed by the local authorities contributing to the funds of the institution. An amendment was moved to alter the repiesentation of local authorities by substituting hik other tiustees. Sir J. Vogel offered as a compromise to inseit tho mud "five " instead of "six." The amendment for " p\< " was lost on a division by 29 to 1!), and the word "five" was carried. The House rose at two a.m.
. WEDNESDAY. The House met .it 2.30 p.m. Replying to questions, it was stated that the Kumara Kludge channel was not Government work, but the Got eminent would subsidise it to tho extent of £2500 if the promoters would undeitake any indemnification that might he necessary ; that it was proposed to extend the present concessions at> regards excise duty on tobacco for two year;, from December next ; after that pro- \ ision would be made by which the import duty on manufactured tobacco would be reduced Is (id per lb., while an excise duty of Is pei lb. would be imposed on manufactured tobacco. Sir Julius Vogcl gave notice to move on Tuesday, "That a Select Committee be appointed to consider the question of theconstruction of the East and West Coast Railway to make recommendations regarding the same, with power to call for persons and papeis ; threo to form a quorum and report within ton days, committee to consist of Major Atkinson, Messrs Cowan, Fraser, Garrick, Hursthouso, Macandrew, Menzies, Mitchelbon, Steward and tho mover." Mr Pyke introduced a bill to provide for the encouragement of schools other than State schools. Sir J. Vogel moved the second reading of the Savings Bank Act Amendment Bill. Agreed to. The House went into committee on the Hospitals and Charitable Institutions Bill. In clause 21, prov iding for the first selection of trustees by contributors to such institutions tho words "and for the election of honorary medical officer" was struck out by 53 againiit 18 ; in clause 23, providing for procedure at elections, the word " eighteen " was inserted in Mr Guinoss's motion, instead of "31," as being the »gc at which a contributor should be entitled to vote. The House rose at 5.30 p.m. The House resumed at 7.30 p.m. Mr Whyte moved an amendment in clause 3.5, pioviding for contributions to the estimate in the ratio of population, thit contnbution should bo propoi tinned to the population of the district instead of the value of rateable property in the district. Major Atkinson would hko to see both population and rateable property struck out, with a wew of inserting that contributions should be from the public-house licenses. Sir Julius Vogel said it was an expiessed desire of members that contributions should bo fixed on rateable property instead of population. Mr Rolleston asked under what act the rateable value of proporty was to be determined. Sir J. Vogol said under the Rating Act in force within the district. After a very lengthy discussion, the amendment to strike out tho population basis was put and earned on the voices. Mr Stout mo\ed that tho words "rateable value of rateablo proportion, " as defined under tho Rating Act, 1882, be inserted. The amendment was carried on tho voices. Major Atkinson mo\od the. addition of the words, "and Crown and Native Lands Rating Act, 1882." The amendment was lost by 43 to 27, Mr Stout mo\ od that tho clause should not apply to tho Crow n and Native Lands Rating Act, 1882, Amendment. Carried by 31 to 33. Mi Stout moved to report progress, and caul it was necessary for the Government to consider the clauses substituted for those struck out. Agreed to. Tho House went into Committee on the Companies Act and Foreign Companies Act Amendment Bill. (Left Sitting.)
