THE LATEST. STATEMENT BY MR GLADSTONE. RUSSIA'S EXPLANATION.
Received 10th, 2 40 ,i m. Londov, Apt il 9. In the House of Commons to-day, Mr Gladstone made a statement regarding the outbreak of hostilities on the Allghan frontier. Tho Premier states that inform ition had reached the Government that the Ailghans gave no provocation for the attack made upon them by tho Russian General Romanoff, »mhl added that the British Cabinet demanded an explanation from the Russian Government as to tho occurrence.
St. Pktbksbuj«{, April 9. M. cle Giers, Minister for Foreign Alt'.urs, waited on the British Ambassador last evening, and expressed the Czar's hope that the liussoAttghan incident would not have the effect of stopping the parleying which was proceeding between England and Russia on the frontier question. M. de Giers added that the Russian oilicers in Central Asia were unaware of the agreement arrived at between England ajul Russia on the 13th ult., thai no advance should take place in Affghanistan, pending negotiations on the frontier question.
