Lord Derby lias agreed to excise ul.iusc 2G of the Federation Enabling Bill, but adheres to clause 41, providing that the council can only be enlarged at the request of the \nrious Legislatures. Lord Derby doubts whether the Bill would be opei ative without New South Wales agreeing to join in.
