[iieutek's teleorams.J (Received March 30th, 12 45 p m.l PREPARATIONS AT MELBOURNE. Melbourne, March 30. The measures for the defence of the harbour are being vigorously carried on. Torpedoes have been placed in the west and south channels, and several hulks have been purchased by the Government with a view to being sunk, if necessary, to obstruct the navigation. These precautions are due to the fact that intelligence has been received of the presence of Russian cruisers at Singapore and the Cape.
