London', March 17. In the House of Commons, to-day, Mr Gladstone announced that in reply to a telegram .sent to the Russian Government requesting it to confirm the agreement recently entered into with M. de Staul (Imperial Ambassador in London), to the effect that no further ad\ance of the troops should take place on eithor side of Afghanistan, M. de Giers, the Russian Minister for Foreign Affairs., had replied that the Russian troops would not advance unless the Afghans did so, or unless trouble occurred at Penjdah, near which place the Russian troops are now encamped.
