LATEST WELLINGTON NEWS. [BY TELEGRAPH.—PRESS ASSOCIATION.] Wellington, Friday.

It is understood that many difficulties were experienced by the Government in framing the legukitions for the election of a board for the Government Insurance Association, and it was not until to-day that the}' weie sufficiently shaped as to be presented to the Executive Council, which they passed, and have now been forwarded to Chmteliurch for his Excellency's signature. They are to be gazetted in a lew days. The votes of policyholders are to be taken by means of voting papers, which will be supplied by Government. It is more than piobable that the nomination day will he lixed f^r a date prior to the 20th December, in order to avoid ha\ ing the election on during Christmas week. The following eablegi am has been ieceived from the Agent General :—"London, December 3 —Post-office notices ha\e been issued announcing ,vi alternate fortnightly mail by duect steamers. No further matter will be sent via. Biiudisi unless superscribed." The following cable message was received to-day by the Government from Mr Dolley, Acting-Colonial Secretary of New South Wales: —"The small-pox is at piesent confined to one district of the city. It is not known what cases are at large, but 14 cases are in the Small-pox Hospital, in strict quarantine, four being confluent, four semi continent, three discrete, and three convalescent. A strict house-to-hou-e investigation has been instituted in the affected locality by the medical adviser."
