At the Guildhall banquet this evening Earl Granville, who was among the guests of the evening, made a lengthy speech, iv the coarse of which he expiessed the hope that Lord Wolseley, besides rescuing General Gordon, would lea\e a stable Government in the Soudan. The Foreign Secretary also stated that the Cabinet had nob yet examined Lord Northbiook's report on the state of affairs in Eyypt. He als-o said that both the French and Chinese Governments were aware of England's readiness to mediate between them for a settlement of theTonquin difficulty, and he strained relations w hich had resulted from the Langson affair. Referring to the Fiauchise Bill, Lord Gianville "declared that if the Conservatives formulated a definite scheme for a redistribution of seats the Government would be prepared to modify theirs accordingly. The persistent rumours regarding the paileying which it is alleged is now proceeding between France and China arc daily gaining credence, and it is now further stated that the French Government will foiego its demand for an indemnity on account of the Langson affair, in order that a pacific settlement of the Tonquin difficulty may be arrived at. The Franchise Bill passed through the committee of the House of Commons last night. BtRLiK, November 10. Prince Bismarck has asked Parliament to pass a vote of credit for the salary of the Governor of the tenitoiy on the Cameroon's River, coast of Africa, recently annexed by Germany. A vote w ill also be required to cover the cost of the equipment of the police flotilla for the protection of the river. Paris, November 10. On Friday last 245 fresh cases of cholera occurred here, and of those 84 have pioved fatal.
