[reuter's telegrams.] Hobart, August 19. The reconstruction of the Tasmanian Ministry has been rendered necessary by the resignatiou of the Hon. W. R. Giblin. This has been effected by Mr Douglas, and the portfolios have been allotted as follows : Premier and Colonial Secretary, Mr Douglas ; Colonial Treasurer, Mr Burgess; Attorney-General, Mr. Dodds ; Minister for Lands and Works, Mr Brown.
