Melbourne, July 15. Sir H. B. Loch arrived here to-day, and was accorded a hearty welcome. His Excellency took the oaths of office shortly aiter his arrival. Telegrams from Tasmania report that a severe shock of earthquake was experienced there last evening. The shock was also felt in this colony. A quarantine has been, established here for all vessels arriving from French ports, in consequence of the outbreak of cholera at Marseilles and Toulon.
