Londox, March 11. A debate has taken place in the House of Louis on the subject of Central Asia, <iiul the occupation of Merv by Russia. In the course ot the same, Earl Kirn^-A berley, Secretaiy of State for India, made J a speech, which announced that parleying was now proceeding between the English and Russian Governments with a view to definitely fixing the lines of the RussianAfglumstan frontier.
