NAPIER, Tuesday.

At a meeting of the Education Board today, it was stated that the overdraft practically absorbed the whole building grant. Many of the schools were disgracefully over-crowded. While the boaid sat a telegtam came, saying that at Hastings 230 childien were in a school calculated for 170, and tlnce had already been earned out fainting that morning. The inspector stated the a\ erage attendance in the schools of the education district was 11G for every 100 places provided. Mr Ormond (chairman) remaiked that the boaid could not fulfil its functions owin 0' to the want of building funds, and advocated local rating poweis if Parliament could not vote sufficient funds. The Harbour Board to-day adopted Mr Goodnll's plan for a breakwater, to cost £197,000.
