A Parliamentary Blue-Book was issued to-day on the Pacific Annexation question. It contains a despatch fiom Loid Loftu.s to the Secretary of State for the Colonies, dated June last, strongly urging- the immediate annexation and establishment of a protectorate over the New Hebrides group and the neighbouring islands, as far as New Britan. Lord Derby admits that if the number of French convicts in the Pacific are increased, the Imperial Government will be uuable to veto the Influx of Criminals Bill, which the Queensland Government have proposed to put in force in the colony. Sir Arthur Palmer's despatch to Lord Derby considers that the attempt to govern New Guinea and the Australian colonies by fedeiation, as proposed by the British Colonial Society, would result in failure.
