September Marquis Tseng, the Chinese Envoy, had an interview to-day with M. ChallemelLacour, the French Foreign' Minister, at which he made a proposal for the peaceful settlement of the Franco-Chinese difficulty, on the basis of the adoption of' Tonquiu as a neutral zone. It is understood that the proposal was favourably received by the Foreign Minister. September 8. Further diplomatic parleying has taken place between Marquis Tseng and M. Guallemel Lacour, the Minister, foy>\ Foreign Affairs, regarding the FrancoChinese difficulty in- Tonquin. The Chinese Ambassador has diawn up a sei ies of proposals for the settlement of the 'question, and has submitted them for the decision of the UYcnch Government. A Cabinet meeting is to be held on Monday-next, the 10th inst., to discuss the matter.
